David came to Jersey in 2000, 17 years ago, to take a lead in project managing the Alpha Taxiway realignment project at Jersey Airport, a £15m project which was completed on time and £1m under budget. He was subsequently appointed to manage several further Airport projects including an extension to the South Apron, remediation and reinstatement of the Fire Training Ground and The Departures Retail Lounge. Now, David is Director of his own company IPM Limited which has a range of clients to include the States of Jersey, the Department for Infrastructure and several private companies and David has earned a reputation for hard work coupled with a pleasant personality. He is very proud of his team and he and his team like to work and play hard!

He is a qualified Mechanical and Electrical Engineer, has a background of Planning, Risk and Project Management of multi pound infrastructure Projects with experience in corporate fit outs, hospitals and airports.

When David and his family came to Jersey to live, they fully embraced island life. Beverley works for the States of Jersey Education Department and recently completed a course through Birmingham University in special educational needs.

Katie, his 28-year old daughter, attended Jersey College for Girls and is settledin Jersey with her husband George and little son, Solomon.

Sam, his 25-year old son, is a keen surfer who was selected to represent the Island. He attended Victoria College and is now studying to be a doctor at St Andrews University.

When David is not working, he enjoys family time plus diving, golf, cycling, running, walking and travelling. The family love Jersey and have made many very good friends over the years.


Mick Heald - Senior Project Manager

Mick is an experienced Project Manager who had 26 years' experience in a number of senior roles within the States of Jersey civil service before joining IPM in October 2016. Projects have always been at the heart of his past roles and he has been responsible for the successful delivery of many high-profile projects and programmes within the Jersey Public Sector. Michael's key skills include:

  • The successful management of a broad range of complex, multi-disciplinary projects.
  • The ability to deliver large capital projects in a 'principle client' role.
  • A track record in the successful development and management of programmes.
  • The ability to deliver business and strategic projects in a complex environment.
  • The capability to Interact and influence at the highest levels in the organisation.
  • A deep knowledge and understanding of the States of Jersey.

Mick is a practitioner of the 'Managing Successful Programmes' programme management methodology.

Mick is a keen road cyclist and has competed in cycle races both locally and in France. He has also completed a 5 month European tandem cycling tour with his wife. Walking is another passion and Mick has tackled the Pyrenees on a number of occasions.


Phil Boucher - Project Manager

Phil is a member of the Institution of Civil Engineers and has worked on diverse projects in Jersey, the UK and overseas. Projects in the UK included roads, sea defence, tunnelling, post tensioned viaducts and multi-storey buildings. He worked as site manager for a contractor, then as design engineer and resident engineer for local authorities and engineering consultants. Following an overseas posting to work on an oil and gas project in Malaysia, Phil moved back to Jersey in 1998.

In Jersey he worked as a structural engineer for 9 years before moving to Capita Symonds as a project manager, and subsequently to IPM in the same role. In addition to performing the duties of project manager he has also worked as monitoring surveyor, HSPC and construction manager. His spare time interests include cycling and occasional rounds of golf.


Russell Mathew - Project Manager

Russ joined IPM in September 2016 following over ten years of work within maritime operational environments, the later years being in a Senior Management capacity. He is experienced in infrastructure and personnel management including a diverse range of project work and change management. He has undertaken project management roles in multi-disciplinary and complex projects with a strong focus on business continuity and operations. He is currently studying towards a HNC qualification in Construction to compliment his current skills and qualifications.

A Jersey man through and through, he returned to Jersey to work after attending University in London and would never live anywhere else. He is married to Gemma and they have a young family with a son Harry and daughter Sophie who keep them rather busy. In his own time he can usually be found doing something on or around the sea and along with his family seek to enjoy the best of what the island has to offer, getting rather agitated if he is kept inside for too long! Travelling is another passion and he can't wait to get the kids on the ski slopes when they're old enough!

Russ has thoroughly enjoyed his time since joining IPM and working within a hardworking but equally easy going and hard playing team!


Penny Fogarty - Projects Assistant

Penny has been working as a Projects Assistant for David for 17 years and during this time has gained an across the board knowledge of the world of Project Management. Penny was alongside David as he established himself on the island and set up the business. Now working part time as the Projects Assistant/Office Manager she ensures the smooth running of our thriving and expanding company. Part of her many and varied duties include organising the staff payroll, social security, income tax, preparing all the invoicing and accounts, organising any IPM social and Business Development events. In co-ordinating the Business Development of the company, she helps maintain our strong relationships with our many clients. Where necessary, Penny will attend meetings taking the minutes and keep on top of any correspondence that needs attending to and submitting the various office returns that are required. 'It's a varied and interesting job.' When not at work Penny is happiest out in the fresh air. 'I love my family, my friends and my job! I spend my spare time tramping around this beautiful island with the dogs, swimming in the sea, biking, tennis and cooking on the beach! I also love partying, dancing Rock'n'roll and visiting art galleries wherever they (and I) happen to be.'
