IPM was appointed to support the Government of Jersey's Driver and Vehicle Standards Department's preparations to ensure continuity of travel arrangements for Islanders after Brexit.
Working with the client team, IPM initially supported the development of both enabling legislation and detailed Orders to ensure that the Island could be become a signatory to the Vienna Convention, which would ensure the free circulation of Jersey vehicles and drivers in Europe after Brexit. This work included developing briefs, working with the Law Draftsman to develop draft legislation and supporting its progression through the States Assembly. As part of this, IPM developed the Report and Proposition to the States Assembly and worked with the States of Jersey Communications team to develop public information.
IPM was retained to manage the implementation of the short-term actions required to ensure arrangements were in place by the deadline of 1st April 2019, including the inspection of light motorcycles and minibuses. In addition, IPM is also managing the process to establish the preferred option and business case for the permanent arrangements required to inspect c. 40,000 vehicles per annum.
