IPM Limited were appointed by the Ports of Jersey to Project Manage the implementation of the new Maritime Operations Centre based at Maritime House. The aim was to create a fit for purpose, robust and safe facility to enable an effective 24/7 Coastguard and Vessel Traffic Service (VTS) for the next ten years. This required the reconfiguration and development of the 3rd floor of Maritime House at St Helier Harbour to accommodate both Marine Management and the Coastguard and VTS including the commissioning of an off-site back-up facility.The project included the research, development of specification, selection and procurement of specialist systems including marine communications, radar equipment, remote site upgrades, system networks and full system integration with existing equipment. Business continuity was the lead focus during and post project demanding a phased approach and enhancement in resilience resulting in full system redundancy with a 'hot' fall-back.The Project Management Services provided by IPM Limited included:

• Project programming to ensure all elements of the project were monitored and delivered within a tight operational window.

• Coordination of expertise in a wide range of fields and disciplines.

• Development of procurement strategy and cost monitoring.

• Issuing and evaluation of tender documentation for fit-out contractor and equipment supplier and the subsequent procurement of services.

• Logistical planning to ensure business continuity through project phasing and enabling.

• Monitoring of all stages and aspects of the works including recommending hand over stages and practical completion certification.

• Monitor rectification of defects prior to final payments.

• Post project workshop and future recommendations.

The project was completed on time, to an enhanced scope and was within budget.
